November 4 – 6, 2009 - The summit was the largest event to be sponsored by the federal government around children’s coverage issues in over a decade. Secretary of Health and Human Services Kathleen Sebelius opened the conference with an inspiring speech and a call to action to enroll the 5 million of 8 million uninsured children in the United States who are already eligible for Medicaid or Children’s Health Insurance Program coverage, but have not yet enrolled. This summit served as the kick-off for a national outreach and enrollment campaign that was authorized and funded by the Children’s Health Insurance Program Reauthorization Act of 2009, signed by President Obama on February 4, 2009. In addition to re-authorizing and providing increased funding for the CHIP program, CHIPRA provided many new options and financial incentives for states to improve participation rates in their programs. -- The conference sessions highlighted the new options and provided educational information for attendees who sought to learn more. In addition, this event provided an opportunity for 69 organizations that recently received a total of $40 million in grant funds to receive information and training about successful enrollment strategies that have been developed and refined over the 12-year history of the CHIP program.
